Shri J S Deepak IAS (57) is appointed as the new Secretary, Telecom. Earlier, he had worked as Joint Secretary in Telecom from 2008 to 2010.
Shri Rakesh Garg has been shifted from Telecom to Minority Affairs Department in a reshuffle of senior officers, taken place today.

The Consumer price Index for December 2015 is declared.

It is 269 Points.

It is One Point less than the Index of November 2015.

With this Index the rate of CDA from 1-1-2016 can be calculated as under:

Average for the 12 months (January-December 2015): 261.33

Increase over 115.76 points merged w.e.f.1-1-2006: 145.57

Percentage of increase over 115.76 points:125.8%

[Normally fraction is ignored while fixing rate of CDA.]

Expected CDA from 1-1-2016 is 125%.

6% increase from 119%, effective from July 2015.

CMD ON FUTURE WAGE REVISION

Mr. Anupam Srivasatava, CMD BSNL told in Bangalore yesterday that there will not be any salary revision in BSNL next year unless the company becomes profitable.

He told that last year there was an operating profit of Rs 672 crore.  He has not made it clear whether he wants net profit or operating profit to give salary hike to serving staff.


His statement is a clear warning to the people who are demanding pension revision along with wage revision in BSNL.

           FLOOD RELIEF  BY OUR ASSOCIATION
 
                      CHENNAI - CONTINUATION.














Flood relief materials consisting  220 uniforms. One school band one set of AHUJA portable Mike 400 pouch containing rubber pencil sharpener scale were given to Kovilambakkam Government Higher Secondary  at Kovilambakkam. The Head Master Mr Subramaniyam and AHM Mrs Indirani thanked our Association.

Similarly  for the Govt. Primary school Kovilambakkam we gave 200 uniforms, 6 Benches, 100 nylon mats, 
 40 plastic Trays costing around Rs 2 .30 lakhs.

Earlier com M G Basha, S Sampathkumar  participated in purchase of articles and distribution. We also thank   Kalidoss for helping purchase and Transport.

Memorandum to the 7th CPC about future pension revision in BSNL
clarification about our stand ..Comrade Raman kutty shares with us
Once again, some people started malicious propaganda against our association. As all of you know, we submitted a memorandum to the 7th CPC about future pension revision in BSNL.  In the memorandum we made the following request very clearly;
We request that the fitment formula recommended by 7th CPC, be made applicable to them   [BSNL retirees) also.  The only difference may be, it would be in IDA Pay and IDR instead of CDA Pay and CDR.  To end the duality once and for all, the commission is requested to consider this demand, applying the same fitment formula to absorbed BSNL pensioners on par with Central Government Pensioners, ofcourse without changing the IDA pattern, positively and recommend to the Government accordingly.” 
Is there any doubt about our stand?  But General Secretary of AIBDPA has written in an article that we demanded CDA Pension.  It is a deliberate attempt to misguide his members. He and his advisor are changing their stand very often.  First,  they demanded that our pension revision should be along with BSNL wage revision.  Now they demand that both should be de-linked. They are confused about the alternate method. 
We can not correct any body who is beyond correction. We shall do our duty.

78.2% IDA

It is reported that the Ministry of Law has conveyed their comments to Department of Telecom on the Cabinet Note for extending benefit of 78.2% IDA in pension revision. It is being studied by the Directorate of DoT.

Details are awaited.

Dear Friends,

We are making yet another effort to meet Shri Anantha Kumar on 18th instant. 
The Cabinet Note for 78.2% to Pensioners is pending for approval
 by Ministry of Law.  Anantha Kumar’s intervention will ensure its early approval.
 It is not easy to get some benefits from the Government. We must try again and again. 
 We should tap all resources.  ‘PATIENCE PAYS’.

  Please remember we achieved the pension revision in 2011 not within a day; 
not with a single meeting. Impossible was made Possible.  
We knocked the doors of the authorities hundred times.
 We struggled without any rest, for more than two and a half years. 
 And in New Delhi, there are many Bhavans and many doors

On 13-1-2016, Government decided to set up a high-powered panel headed by Cabinet Secretary P K Sinha to process the recommendations of the 7th Pay Commission which will have bearing on the remuneration of 47 lakh central government employees and 52 lakh pensioners. The Cabinet has approved the setting up of Empowered Committee of Secretaries to process the recommendations of 7th Pay Commission in an overall perspective, Parliamentary affairs MinisterVenkaiah Naidu told reporters here.
The Empowered Committee of Secretaries will function as a Screening Committee to process the recommendations with regard to all relevant factors of the Commission in an expeditious detailed and holistic fashion, an official statement said.
The implementation of the new pay scales is estimated to put an additional burden of Rs 1.02 lakh crore on the exchequer in 2016-17. Subject to acceptance by the government, they will take effect from January 1, 2016. Finance Minister Arun Jaitley had said earlier that he was not worried about fiscal deficit and government would be able to meet its target despite additional outgo on account of higher pay.

Meeting of the committee to review BSNL MRS was held on 8th January under the Chairmanship of Shri S.K. Sinha GM (Admn).
From the Staff Side, Com. Chandeshwar Singh, General Secretary NFTE and Com. Abhimanyu General Secretary, BSNLEU attended. Both NFTE and BSNELU have reported briefly the discussion held.
Staff Side leaders raised the difficulties faced by the staff as
(1)None of the good hospitals are ready to provide treatment on CGHS rates which are very low.
(2)In New Delhi, Same hospitals are empanelled for corporate office and NTR but the similar treatment are not available for NTR staff. The management side reported that difficulties are arising due to delay in payment of bills of concerned hospitals by NTR management.
Finally it was decided
1. Collect information from other PSUs like Coal India, SBI, BHEL etc to study how those organizations are dealing with the Medical issues.
2.To explore the systems of Mediclaim through insurance companies. Study of financial impact and other aspects are needed.
NOTE: PENSIONERS ARE BEING IGNORED IN SETTLING CLAIMS OF MRS EVERYWHERE. THE STAFF SIDE LEADERS DID NOT CARE TO RAISE THE SPECIFIC PROBLEMS OF PENSIONERS.
