Karnataka Circle Conference of AIBSNLPWA was held on 23-11-2015 in Bengaluru, one day after the AIC. Delegates from all the SSA Units participated. Representing the CHQ, Comrades P S Ramankutty (President), D Gopalakrishnan (Vice President), K R G Durga Prasada Rao (VP) , G Babu (VP), G Natarajan (GS), P Gangadhara Rao (Dy. GS), S Arunachalam (AGS), K G Deshpande (Org. Secretary), K Muthiyalu (Org. Secretary), and AP Circle Secretary Com. K S Koteswara Rao greeted the Conference.
The report presented by Com. Changappa (CS) and accounts presented by Com. Guru Rajan (Treasurer) were adopted after a lively discussion.
The Conference unanimously elected the new team of Circle Office Bearers with Com. P Gangadhara Rao as President, Com. G Babu as Vice President, Com. R Changappa as Circle Secretary and Com. Gururajan as the Treasurer.

Every year 26 November is being observed as National Milk Day (NMD) to mark birth anniversary Father of the White Revolution Dr.Verghese Kurien. 

Dr. V. Kurien, Chairman of the National Dairy Development Board (NDDB), who ushered in the White Revolution.

 Kurien was a man of substance, an institution builder.
Their movement was amulya (priceless), which was rapidly abbreviated to Amul to break down as Anand Milk Union Ltd. Kurien's master class was that he realised quickly that collectivism was the way forward, but in order to achieve the goal, it was imperative that disintermediation take place at ground zero.
By removing the middle man and empowering the farmers and their wives, he set about aggregating what turned out to be enormous milk assets. From disparate sources, he formed what has arguably become one of the most successful management case studies of cooperativism. 

By enlarging the scope of the Gujarat Cooperative Milk Marketing Federation to a nationwide programme through National Dairy Development Board's Operation Flood, Kurien single handedly turned India into the world's largest milk producer. 
Kurien  did not know defeat, nor did he ever retreat. 

A blatant swadeshi at heart, he had not time for Multinational Corporations, he believed that India could be self sufficient and self reliant in milk and milk products. His nervous energy and unending reservoir of zeal to make Anand, Gujarat and India the first among equals was overwhelming.

He transformed India from a milk-deficient nation to the world's largest milk producer, surpassing the United States of America in 1998

Guided at different times by Sri Tribhuvandas Patel, Pandit Nehru and Shastriji,
 that he would like to stay amongst his farm brethren and not amongst bureaucrats.

When Shyam Benegal decided to document the Amul story for posterity, Kurien collected funds from the same farmers on whom the movie was being made. 
The film Manthan  (the churning of the 'milk ocean'),was part of the cooperative funded by the cooperative and for the cooperative.Each co-op society farmer  comtributed Rs 2 per head. 
Truckloads of farmers came to see "their" film, making it a success at the box office. Manthan hit a chord with the audience immediately when it was shown in Gujarat in 1976, which impressed distributors to release it before audiences, nationwide.

Sri Ananthakumar, Honourable Minister for Chemicals & Fertilizers attended our second All India Conference at Bangalore on 22-11-15 evening. Com. P S Ramankutty Speaks.
 Honourable Minister asked our leaders to meet him in New Delhi on 30-11-15. He assured that he would again intervene to settle our cases.

He told that his father was a retired Railway Pensioner and so he knows the problems of the pensioners mentioning that even his father fought for a pension revision. When he questioned his father why he is doing for this small amount his father told him that the pension revision is his entitlement and he is not fighting this case for himself alone but for the benefit for the entire railway pensioners. 

He asked our leaders that we should conduct a "78.2% IDA PENSION REVISION SUCCESS CONFERENCE" soon and assured that he will participate in it also.
Our leaders put up a demand to the minister for a office accommodation for our association in New Delhi by the Government.  He told that it is must for a All India association like BSNL pensioners and he will take initiation for the same also. He asked our leaders to use his office premises in New Delhi for our Association till the accommodation is provided by the Government  . 

     The Minister Sri Ananthakumar showed keen interest in our problems and he assured all his help to solve our problems.

The Conference was a big success with 747 delegates including 25 women delegates.

7th CPC RECOMMENDATION-NO MENTION OF BSNL RETIREES.

A COMMISSION FOR NO CHANGE

7th CPC RECOMMENDATIONS ON PENSION AND PENSIONARY BENEFITS

The Commission has not recommended any change on many issues concerning pensioners. Few examples are:
1.Additional pension on attaining age of 80 years: NO CHANGE
2.Enhanced family pension from 7 years to 10 years: NO CHANGE
3.Commutation at 40%: NO CHANGE
4.Restoration of commuted value after 15 years only: NO CHANGE
5.Earned Leave accumulation up to 300 days: NO CHANGE
6.Fixed medical allowance to pensioners living in non-CGHS areas:NO CHANGE
7.DA Formula for central pensioners: NO CHANGE
SOME CHANGES:
The ceiling of Gratuity and Death gratuity has been enhanced. It will benefit only retiring senior officers.
One Rank One Pension principle is recommended to some extent in the formula for revising pension of existing pensioners.
MULTIPLICATION FACTOR
2.57 is recommended for all – employees and pensioners. There is no discrimination in it. Assuming that the Central DA will be 125% as on 1-1-2016, the net benefit will be an increase of 32 percent of existing basic pension.
Two options are available for re-fixation of pension. Immediately apply the MULTIPLICATION formula of 2.57 and fix the pension. Later on, re-fix the pay at the minimum of the newly proposed Pay Matrix and then add number of increments earned by the pensioner in the old scale when he/she retired and then fix the pension at 50% of the total amount including the increments so added.
MEDICAL INSURANCE
Medical Insurance scheme is recommended while, on the other side, suggested expansion of CGHS to some more cities.

(ஊதியம்: 16% சதவீதம் - இதர படிகள்: 63% சதவீதம்)
ஓய்வூதியர்களுக்கு 24% சதவீத ஓய்வூதிய உயர்வு.
குறைந்த பட்ச ஊதியம் ரூ. 18,000/- (தற்போது ரூ. 7000/-)
அதிக பட்ச ஊதியம் ரூ. 2,50,000/- (தற்போது ரூ. 90,000/-)
தர ஊதியம் (Grade Pay) ரத்து.
குறைந்த பட்ச ஓய்வூதியம் ரூ. 9000/- (தற்போது ரூ. 3500/-)
புதிய ஊதியம் பொருத்துவதற்கான கணக்கீடு முறை: 
(தற்போதைய ஊதியம் + தர ஊதியம் (7-வது ஊதியக்குழுவில் ரத்து செய்யப்பட்டுள்ளது) X 2.57)
ஆண்டு உயர்வுத் தொகை 3% சதவீதம் (மாற்றம் இல்லை)
ஏற்கனவே அமுலில் இருந்த 196 படிகளில் 52 படிகள் ரத்து செய்யப்படும். மேலும் 36 படிகள் தற்போதைய அல்லது புதிய படிகளுடன் இணைக்கப்படும்.பதவி உயர்வுக்கான ஊதியம் பொருத்துதலில் (Fixation on Promotion) எந்த வித மாற்றமும் இல்லை. 
வீட்டு வாடகைப்படி X,Y,Z நகரங்கள் முறையே 24%, 16%, 8% எனவும் கிராக்கிப்படி 50% உயர்ந்தால் 27%, 18%, 9% எனவும் கிராக்கிப்படி 100% உயர்ந்தால் 30%, 20%, 10% எனவும் மாற்றப்பட்டுள்ளது.
கிராக்கிப்படி (Dearness Allowance) Formula-வில் எந்தவித மாற்றமும் இல்லை.
போக்குவரத்துப்படி A, A1 நகரங்களுக்கு 1 & 2, 3 to 8, 9 & above முறையே ரூ. 1350/-, 3600/-, 7200/- மற்ற நகரங்களுக்கு 1 & 2, 3 to 8, 9 & above முறையே ரூ. 900/-, 1800/-, 3600/- என மாற்றப்பட்டுள்ளது.
தற்காலிக விடுப்பு (Casual Leave)-இல் எந்தவித மாற்றமும் இல்லை.குழந்தை பராமரிப்பு விடுப்பு, 
(CCL) எடுக்கும் பெண் ஊழியர்களுக்கு முதல் 365 நாட்களுக்கு 100% முழு ஊதியமும், அடுத்த 365 நாட்களுக்கு 80% ஊதியமும் வழங்கப்படும்.
 மனைவி இல்லாத ஆண் ஊழியர்களுக்கும் குழந்தை பராமரிப்பு விடுப்பு வழங்கப்படும்.   
மகப்பேறு விடுப்பில் (Maternity Leave) எந்தவித மாற்றமும் இல்லை.LTC மற்றும் Leave Encashment-இல் எந்தவித மாற்றமும் இல்லை.
ஊழியர்கள் மற்றும் அதிகாரிகளுக்கு புதிய மருத்துவ காப்பீட்டு திட்டம் அறிமுகம்.
குடும்பக் கட்டுப்பாடு படி (Family Planning Allowance) ரத்து.ஓய்வூதியர்களுக்கு நிர்ணயிக்கப்பட்ட மருத்துவப்படி (FMA) மாதம் ரூ. 500/- வழங்கப்படும்.குழுக் காப்பீட்டு திட்டத்திற்கான காப்பீட்டு முறையே 15 லட்சம் (மாத பிடித்தம்: ரூ.1500/-), 25 லட்சம் (மாத பிடித்தம்: ரூ.2500/-), 50 லட்சம் (மாத பிடித்தம்: ரூ.5000/-) என உயர்த்தப்பட்டுள்ளது.
வட்டி இல்லாத அனைத்து கடன் திட்டங்களும் ரத்து செய்யப்படும்.பணிக்கொடை உச்சவரம்பு ரூ. 10 லட்சத்தில் இருந்து ரூ. 20 லட்சமாக உயர்வு. அத்துடன் அகவிலைப்படி 50% சதவீதம் உயருகின்ற பொழுது பணிக்கொடை உச்சவரம்பு 25% சதவீதம் உயரும்.        
வட்டியுடன் கூடிய வீட்டுக்கடன் ரூ. 7.50 லட்சத்தில் இருந்து ரூ. 25 லட்சமாக உயர்வு.
இந்த ஊதிய உயர்வால் 47 லட்சம் மத்திய அரசு ஊழியர்களும், 
52 லட்சம் ஓய்வூதியர்களும் பலன் அடைவார்கள்.
