IDA from October 2014.....
98.2% or 98.1% ?
 
The All India Consumer Price Index for August 2014 is 253, according to Labour Bureau of India announcement. 
When the average for the three months of June, July and August 2014 is taken, the IDA should be 98.158 percent.
If the same is rounded of to the next higher point it should be 98.2 percent. Otherwise it will 98.1%.
It is a precarious situation. Let us wait to see the formal order being issued by Department of Public Enterprises.
We should get 6.9% increase, according to my calculation.  I am told that some five years ago a similar situation  arose and the DPE did not round of to the next higher digit.
In any case, it can not be less than 6.8 percent increse.
Please wait for a week to see the formal order from DPE.

GS MEETS THE PS TO MINISTER
Com. Natarajan (GS) along with Com. Chhidu Singh and  Com. Gunasekaran met the PS to Communications Minister today morning and brought to his notice the undue delay in
settlement of 78.2% case.  
PS assured that he would look into the matter and do whatever possible.
 
UP WEST CIRCLE EXECUTIVE
An extended meeting of CEC of UP west Circle was held in the chamber of Commerce hall, Meerut on 23rd September.
Com. P S Ramankutty inaugurating the conference dwelt upon the major issues we face.
Com. G Natarajan spoke on the organizational task. Com. Chhidu Singh, Dy GS spoke on the issues like 78.2 and Pension anomaly, MRS etc.
Com. C P Sudhar, Circle President presided over.
 
NTR CIRCLE CONFERENCE 
The Circle conference of NTR Circle was held in the dormitory hall of CTO New Delhi on 22nd September 2014.
Com. P S Ramankutty, Com. G Natarajan and Com. Gunasekaran representing the CHQ attended the conference
and explained the latest position with regard to major issues concerning BSNL pensioners.
Member (Services), DDG (Estt), Director and CCA NTR as well as the CGMT NTR attended the conference and addressed
the Open Session.
 
Sri Mahesh Giri MP and Dr Udit Raj MP (both from Delhi BJP) addressing the Open Session expressed
their emphatic support to our demand for 78.2% and assured that they would pursue the case with the government.
 
S/Sri R C Malhotra, Chhidu Singh and B P Gupta are re-elected as Circle President, secretary and Treasurer respectively.
 

78.2% CASE
 
MEETING WITH OFFICERS. 
On 24th September 2014, Com. Natarajan, Com. Chhidu Singh and Com. Gunasekaran met
Shri Mishraji (DDG Estt), Shri Khanna (Director) and other officers in Directorate.
They pointed out that last time, on our request, approval from the four nodal departments
(Finance, Law, Personnel and Heavy Industries) was taken simultaneously for the Cabinet Note on our pension revision,
which reduced the delay to a great extent.
Our leaders wanted same approach this time too.
 
DDG assured that there would be no delay in DoT in this regard.


But, no directive has so far been received from the Department of Expenditure.

CHQ NEWS

Our General Secretary Com G. Natarajan reports from New Delhi that he met DOT Officers, Member Finance, Member Services and other officers yesterday 24.9.14 and discussed about 78.2% IDA pension revision case.  They told him that they had not received the reply from DOE still.  Com G. Natarajan told them that since the reply from DOE is already delayed too much,  the DOT Officers should not delay the matter further on their part and process the case immediately once they got the reply from DOE. They assured that they will process the case immediately once they received the reply from DOE.  Com Natarajan tried to meet DOE Officers yesterday but since they are all in meeting he could not meet him.  He will wait till Friday in New Delhi and try to meet them in person to expedite the case.

DEMONSTRATIONS HELD IN TAMILNADU

ON DELAY IN SETTLEMENT OF 78.2% IDA MERGER BENEFIT 

TO All DoT ABSORBED BSNL PENSIONERS”

Members MORE THAN 250 JOIN  THE 78.2% IDA Demonstration. It started at 11 AM at R.K. Nagar Tele.Exge, Chennai jointly with CHTD & TN Circle Associations.  First the demonstrators shouted slogans demanding immediate implementation of 78.2% pension revision. Then Com M. Govindarajan welcomed the pensioners. Com Murthy & Muthiyalu jointly conducted the meeting. Com Muthiyalu explained in detail about the latest posion for 78.2% pension revision. Com R. Krishnamurthy ex Circle Secretary, NFTE, TN during his speech said that he participated in this Demonstration mainly because of four reasons. The first reason is that he knows that we are ultimately going to achieve this demand. The second reason is that he is going to benefit on this success.  The third reason is that he wants that his contribution should be there for this success.  Com G. Natarajan said that the reply from DOE is expected in a very short time according to Com Sidhu singh's report from New Delhi. He said further that he and com Ramankutty are going to New Delhi on 20.9.14 and he will pursue the case vigourously in New Delhi. Com. V. Rama Rao Circle Secretary TN, said the retired CGM. Sri. Ramamoorthy also participated in todays demonstratin and thanked all for joining and our Circe/CHQ is making all out efforts like meeting the Hon. Minister for Communication Sri. Ravi Sankar Prasad, and Parliament members numbering 100 for realization and expedious disposal of this cases.

MADURAI LEADS WITH MORE THAN 270 MEMBERS IN TODAY'S DEMONSTRATION.THEY SHOUTED SLOGANS DEMANDING THE DOT/DOE TO SETTLE THE 78.2 ISSUE WITHOUT DRAGGING ON FOR MONTHS TOGETHER ESPECIALLY EVEN AFTER SETTLING THE ISSUE FOR SERVING EMPLOYEES WELL BORE 15 MONTHS.

BHOOPATHI, PRESIDED AND COM MUURUGAN EXPLAINED ABOUT THE EFFORTS MADE BY THE CIRCLE/ALL INDIA UNION FOR REALISATION OF  78.2 DEMAND.  COM. N. NAGESWARAN, CIRCLE ORGANISING SECRETARY SPOKE IN DETAIL ON THE ISSUE AND EXPLAINED THAT OUR CENTRAL HQ IS MAKING ALL OUT EFFORTS TO GET THE SAME AS EARLY AS POSSIBLE.

MURUGAN, EXPLAINED THE LATEST DETAILS, THE EFFORTS BEING MADE BY OUR CENTRAL HEADQUARTERS ABOUT ON THIS 78.2 ISSUE. COM. V.S. MUTHUKRISHNAN, CIRCLE ORGANISING SECRETAY INFORMED THAT THE ISSUE IS PENDING WITH  DEPT OF EXPENDITURE AND ASSURED TO BE SENT TO DOT SHORTLY. HE ASSURED THAT THE DEMAND WILL BE REALISED SOON.

Demonstration held in Cuddalore CTO Complex with the participation of our retirees .Com.K.Venkataramanan Presided.Com.Chandramohan Secretary and P.Jayaraman Vice President spoken abut the 78.2 % IDA Merger to retirees.

KUMBAKONAM 

MORE THAN 40 COMRADES PARTICIPATED IN THE DEMO AND COM. ESSAKKIMUTHU PRESIDENT, AND ASST. CIRCLE TREASURER PRESIDED OVER. COM. ANANTHAN, EX DISTRICT SECRETARY AND COM N DHANAPAL EXPLAINED THE EFFORTS TAKEN BY OUR CIRCLE/CHQ TOWARDS REALISATION OF 78.2. 
COM. RAMAKRISHNAN, DISTRICT SECRETARY EXPLAINED THE LATEST POSITION THAT THE FILE IS BEING SENT TO JOINT SECRETARY IN THE MINISTRY OF EXPENDTIURE AND BY NEXT WEEK IT MAY GO  TO DOT  CLEARANCE AND THANKED ALL FOR PARTICIPATING IN THE DEMO.    


           TIRUCHIRAPALLI 
DUE TO THE LOCAL SITUATION PREVAILING INSIDE AND OUTSIDE THE OFFICE, THE DEMO COULD NOT BE CONDUCTED BUT A MEETING WAS HELD IN WHICH MORE THAN 30 OF OUR MEMBERS ENTHUSIASTICALLY PARTICIPATED.  COM. SELVARAJ, PRESIDED WHO IS ALSO OUR CIRCLE ASSISTANT SECRETARY EXPLAINED THE DETAILS TO THE MEMBERS ABOUT 78.2 ISSUE AND THE LATEST POSITION.  COM. VENKATACHALAM, DISTRICT SECRETARY SAID OUR CHQ/CIRCLE IS MAKING ALL OUT EFFORTS FOR REALISATION OF THE SAME AND INFORMED THE MEMBERS THAT THE SAVINGRAM, AS PER THE CALL OF OUR CHQ, WOULD BE SENT TO THE HON. MINISTER FOR COMMUNICATION, GOI, NEW DELHI ON THIS ISSUE. 


   PONDICHERRY 
More than 40 members participated in the demo held before the office of General Manager, Pondicherry and com. D.Anbalagan, Presided over who is also the Asst. Circle Secretary. He eloborately spoke about the development taking place on 78.2 issue at New Delhi and the informatin given by our CHQ and Circle. Com. T. Arumugam ( Rtd SSS) also explained about the same. Rtd. DGM Sri. S. Sundaram joined our association recently also joined the Demo. 
Com. Sadasivam, District Secretary, said that our Association shall fight and get the benefit of 78.2 at the earliest and making out all out efforts towards that direction and thanked all those participated in the Demo. 


VIRUDUNAGAR 
 IT IS SIMPLY GREAT THAT A SMALL SSA LIKE VIRUDUNAGAR CAN MOBOLISE ABOUT 100 MEMBERS WHO CAME TO PARTICIPATE AT THE DISTRICT HQ. VIRUDUNAGAR GM OFFICE.  COM. SHANMUGAM, President,PRESIDED OVER.
COM. M.M VAIRAMANI, THE NEWLY ELECTED CIRCLE ORGANISING SECRETARY SPOKE IN DETAIL ABOUT THE 78.2, ISSUE, THE PRESENT POISTION AND THE EFFORTS OF OUR CIRCLE/ALL INDIA ASSOCIATION. 
COM. LATHIF, WHO IS WHEEL BEHIND OUR ASSOCIATION THANKED ALL THOSE PARTICPATED IN LARGE NUMBER TO EXPRESS THEIR ANGER AND ANGUISH OVER THE DELAY IN SETTLEMENT OF 78.2.  THE DISTRICT SECRETARY COM. V. SHANMUGAKANI, EXPRESSED HIS THANKS FOR THE LARGE NUMBER OF PARTICIPATION AND HOPE THAT OUR CHQ WOULD SETTLE THE ISSUE VERY SOON. 


THANJAVUR

 THE PROTEST HELD BEFORE THE GM OFFICE.
 More than 55 members of our Association joined to voice their protest against the delay in settling the issue of 78.2. com. A.K. Dhanabalan, President, presided over the demo. Comrades Mrs. Malliga Nandagopal, T. Mughesh, and N. Balasubramanian spok in the meetingh held on this occasion. Com. V. Saminathan, District Secretary, explained in details about continues effort being made at CHQ level and our contribution at Circle lelvel towards achieving the same. He hoped that the issue would be settled soon and the pensioners get their due benefit without any further delay. The District Secretary informed that SAVINGRAM  is being sent to the Hon. Minister for Communicatins, New Delhi as per the call of the Chq.

    ERODE SSA-  SENDS SAVINGRAM
Due to the obtaining situtation, the newly formed Erode SSA conducted a meeting in which it was decided to send SAVINGRAM to the Hon. Minister for Communications, New Delhi, as per the call of our CHQ.  Com. B. Narasimmamurthy, President Presided over and the District Secretary Com. S. Easwaran explained the latest poistion on the 78.2 issue, and the continues efforts being made by our CHQ and circle towards realisation of the same and thanked all. 

NAGERCOIL 

A small ssa like Nagercoil the participation of 50 of our members is really appreciable. Com. A. Chellaiah, District Secretary who explained about the latest position about 78.2, and the efforts taken by our Circle/CHQ for realisation of the same. He said the delay is worrying the pensioners but definitely our Association would get the benefit to all at the earliest and we have launched various types of agitation, and efforts to meet the Hon. Minister for Communication etc.
Demonstration regarding 78.2% IDA merger held at 1030 hrs to1130 hrs infront of o/oG.M., BSNL, Madurai on 19-09-2014 under presidenship of  Sri. M.Raveendran, Dist. President.  Sri. S.Surian ,D/S, BSNLEU,                       Sri. S.Sivagurunathan, D/S, NFTE, Sri. S.Muthukumar, D/S, FNTO, Sri. Subramanian, ADS, AIBSNLEA   addressed and greeted our demonstration.  Sri. S.Sundaresan, Sri.K.Sethu, and Sri. G.R.Dharmarajan, Dist.Secretary  addressed and explained our issues and present status  of 78.2% IDA merger of BSNL Pensioners. About 270 members have  participated and raised the voice successfully.
On behalf of Nagercoil District branch of AIBSNLPWA , launched a demonstration in front of G.M. BSNL Nagercoil office at 1030 hours on today the 19-09-2014 .  Nearly 40 pensioners participated in the demonstration.  Shri Gobi, Vice president of this branch presided and district secretary Shri A. Chelliah, explained briefly about the CHQ call and its goal to achieve 78.2% IDA merger and allied matters. After completing the demonstration, the state origanising secretary Shri David , proposed a vote of thanks.  The meeting was last for one hour. A photograph of the demonstration is attached herewith for publishing in our Tamilnadu web site and in our tamilnadu journal of  the forthcoming issue.

     FOUNDATION Day Cuddalore 

Comrades Raveendran,Chandramohane,Thirugnanam,Sugumaran,Balakrishnan,V.Ramarao,Anbazhagan
FNTO retired veteran trade union leader Mr Soroopan with our state executives on stage 
 5  th   Foundation Day  on behalf of Cuddalore district branch on 13.9.2014  evening
hours from3 PM to pm was celebrated in Cuddalore Town Hall.    CircleSecretary V.Ramarao ,Raveendran V.P,Chandramohane Dist.Sec,Thirugnanam Dist.Treasurer,Sugumaran V.P,Balakrishnan Honourary President,Anbazhagan Asst.Sec attended and  contributed for the successful conduction of the meeting.
  200 members including25 lady members of the Cuddalore District Branch participated in the function...Comrades Ashokan SNEA central Executive Member, N. Balakrishnan SNEA Leader,  Pandurangan SNEA District Secretary also  graced the function .

District President Comrade  K. venkataramanan in his keynote address spoken about the first Conferrence on 8-7-2007 at Cuddalore as TNBPA and first All India Union on 20-8-2009 at Chennai and remembered our long journey.we worked shoulder to shoulder with happy memories of our comrades .Our District union promoted a quarterly magazine and a Website in Tamil enabling better communication with our members.He reiterated that we depend entirely on our comrades to progress and serve as a team.

Asst.District.Pres.Com.P.Jayaraman reported that we have selected a young Secretary as per the guidelines of our organization and as expected Com.Chandramohane has contributed lots of progress from   7 May 2014.

Comrade Chandramohane District Sec. remembered his contribution in the last 4 months. The progress in strength and achievement were possible due to the leading comrades headed by Comrade P. Jayaraman. 
Comrade P. Jayaraman. worked hard as a full-time employee of the district branch and helped all the retirees at the time of exigencies either good or untoward.
PJ was admired by our people because he is not only helping our members but also to other State,Central Govt and Defense retirees.

Com.Chandramohane read  the Greeting message from Com.Dharmaraj District Secretary of  the Biggest Branch of our organization in India.

He also reported happily that an office was opened on 7-9-2014 by A.Jayakumar at Chidambaram to serve for our members of Chidambaram area.
He also conveyed the happiness of our members about the Monthly meet held in Cuddalore,Villupuram,Tindivanam and Gingee regularly helping communication between them.
He further added how we worked for solving Medical claims,Issue of ID card,Medical MRS card,solving grievances at different stages,Collecting details of ERP forms, etc., 
He explained we have achieved 290 life members and steadily growing remarkably.


Comrade N. Thirugnanam Treasurer of Cuddalore Branch       introduced Com.Anbazhagan  assistant secretary Tamilnadu Circle
and he has given his bio-data as follows.

He joined in Pondicherry central telegraph office In 1975 .
 He joined in Ministirial union under the leadership of Mr. Ragubir Singh    initially and was placed with many responsibilities .
         
He joined in FNTO and successfully worked under various capacities in              distict, circle, and All India  executive positions.
        
 He lead  INTUC in Puducherry  and managed  several trade union    organizations.

         He played stellar role in Local JCM,Circle JCM and All India                                 JCM.  
After rising of BSNL , He joined as circle assistant secretary BSNLEU

He argued as  Defence Council for staff and won many cases for staff.

Com.Anbazhagan  assistant secretary Tamilnadu Circle thanked Cuddalore Branch for inviting him for this function.He greeted the gathering and reported his happiness in our organisation since this is the only organisation without bias to caste,creed,ethnic,political colour,cadre designation and united all our DOT & BSNL Retirees.There is a proverb: Tell me your friend, I will tell about your character.By joining this association we are respected because of the good qualities.
He wished to grow our organization by bringing all the retirees under our fold to ameliorate the retirees.

     Comrade Raveendran reported that he was in FNTO initially and joined in unified NFTE while he was as nonexecutive.After becoming Executive he followed the foot paths of Comrade A. Sugumaran like majority of the excutives and joined in JETA, TESA, and lastly in SNEA since we  believed reasonably  that Com.Sugumaran will guide us properly.After retirement also he has chosen the right choice of AIBSNLPWA and we also jioned like many other executives  in this organization. We are all united happily under one umbrella.. Com A.S on previous meeting occassion could not come and we are happy to receive him now..

Comrade A. Sukumaran circle V.P. remembered the birth of AIBSNLPWA on 20-8-2009 at Chennai with 600 representatives from the 18 states with the leaders of the different geographical locations. comrades Ramankutty, Gopalakrishnan, Natarajan, Chiddhusingh,Muthiyalu and many more  national leaders united and joined together from the beginning ,till today and achieved lot for our retirees.He referred to our history of our victories,  78.2% IDA current position, 7th CPC Demands and Bangalore 7th pay commission session represented on behalf of our Organization by Mr. Gangatar rao All India Assistant General Secretary, and Mr Murthy Karnataka circle Secretary before Hon. Justice  Mathur (retd), chairman of the 7th pay commission. 

Birth day and Wedding Day falls on this September of members of Cuddalore area were celebrated by the members by greeting and honouring by garlanding with shawl.





 District President Comrade  K. venkataramanan remembered the social activities of our Circle Secretary comrade V.Rama Rao apart from our organization activities. Services in Nanganallur residents welfare association, acivities in Exonera towards pulic health and water facilities won the appreciation and awarded for the good deeds.His mission on providing Drinking Water jointly coordinated with EXONERA to a remote village near Arcot won the appreciation villagers.Our V.R met many occassions the big leaders for betterment of civic facilities and also attended the TV live programmes to create public opinion for the betterment of society.

 Comrade V.Rama Rao Circle Secretary before the starting  his speech,praised the activities of maintaining the Blog Web Site for Cuddalore District and Tamilnadu by K.Raveendran Circle Vice President.The Web site was commenced from Tamil New Year's Day on 14-4-2014 and now more than 8000 people viewed it. .Comrade V.Rama Rao Circle Secretary honoured him garlanding a shawl amidst appreciation by the participants.

Comrade V.Rama Rao Circle Secretary spoke about our achievement on several fronts and listed out our achievements so far such as basic revision for Pre and Post 2007 retirees,.One increment cases,  Pursuing pension anomalies in the court of law, 7th pay commission Demands for BSNL retirees, Approval of BSNL quarters for rent for our retirees, broadband service cost reduction, Resolving grievance and discrepancies through forums such as Athalath etc.
He requested our members to join hands and Protest agitation on 19-9-2014 on 78.2 IDA at par with working employees and Saving gram movement.
He also added to observe Protest against UNEMPLOYMENT on 3-10-2014.
Delicious sweet, snacks, and tea were served to all participants.

DIRECTION DELAYED…
As we reported earlier, the Telecom Department had sent a proposal to Department of Expenditure under Ministry of Finance:
The proposal is:
1.       Divide the BSNL pensioners into two segments; those who retired before 1-1-2007 and those who retired on or after 1-1-2007.
2.       78.2% benefit can be given to the people retired on or after 1-1-2007 if Dept. of Expenditure permits. No need of taking any fresh approval from Cabinet.
3.       For those who retired before 1-1-2007, fresh Cabinet approval is needed.
In the SCOVA  meeting held on 5th September, the DoE informed that they would convey their decision/direction in the matter to DoT within a week. The time is over on 12th.  We met the Director in DoE on 15th and discussed the case.  The Director informed that they studied the case and their direction would be given within two or three days.  That is also not done. 
Hence, I spoke to the Director yesterday evening over phone.  Now, the Director is on leave.  Hence the direction from DoE to DoT will be sent on next Monday or Tuesday, 22nd or 23rd September only.
From our talks, it is understood that the DoE is not in favour of dividing the BSNL pensioners in to two or three segments. In other words, the DOE may direct the  DoT to go to Cabinet and take fresh approval for extending the benefit of 78.2% to all BSNL retirees.
