The All India Consumer Price Index for June 2014 is 246 points.
As per calculations, the Central DA effective from July 2014 shall be 107%.
There is an increase of 7% from 100% in January 2014.

APPRECIATE OUR STAND

We are happy to note that Bharat Pensioners Samaj, New Delhi
has submitted a supplementary memorandum to the 7th Central Pay Commission endorsing our demand.

We demanded that Same fitment formula for pension revision  granted to central pensioners  
                       
We are BSNL RETIREES BUT CENTRAL GOVT PENSIONERS.
  
We do not suggest going back to CDA pay scales.  It is impossible now, after 14 years.
Our existing  pension fixed on IDA pay should be revised along with other central government pensioners
with effect from 1-1-2016.
The fitment formula to be proposed by the 7th CPC should be applied for our pension revision also.
There should be a definite decision on our pension revision. 
Every time we need not take up the matter for Cabinet approval

Bharat Pensioners Samaj appreciated our stand and and they approved our demand.
BPS has submitted a supplementary memorandum to 7th CPC today.
We are thankful to Sri. S C Maheswari, SG of BPS.

Some others have already approached the CPC with wrong demands and  spoiled our case to a great extent. 
We hope they will understand their folly and correct.
We wish better sense will prevail on them.

HECTIC ORGANISATIONAL ACTIVITIES

TAMILNADU CIRCLE CONFERENCE WILL BE HELD ON 13TH AND 14TH AUGUST, 
2014 AT TIRUNELVELI.  ODISHA CIRCLE CONFERENCE WILL BE HELD AT CUTTACK ON 24TH AUGUST 2014.ANDHRA CIRCLE CONFERENCE WILL BE HELD ON 14TH SEPTEMBER AT VISAKHAPATNAM. NTR CIRCLE CONFERENCE WILL BE HELD ON 22ND AND 23RD SEPTEMBER IN NEW DELHI.

AIBSNLPWA was established in the national convention of BSNL Pensioners held on 20th August 2009 in Chennai.
The Association has inspired entire community of BSNL retirees and other pensioners as well.
Of course, we woke up some people and provoked them to work.
Committed to the pensioners of India, without any political bias or political control,
we have worked hard, worked systematically and have grown day by day.
We held our CWC meetings once in six months without fail, debated upon the problems,
identified our tasks and executed the decisions effectively.
BSNL Pensioners appreciated our work and as a result, when we complete five years of existence, we have more than TEN THOUSAND Life members. 

CHQ calls upon our Units all over India to observe the sixth Formation Day in a befitting manner.
Hold general body meetings, discuss the issues we deal with now, embark upon a membership campaign.

THIRD  Nagerkoil District Conferrence  A GRAND SUCCESS.








ON 22.7.2014  UNDER THE PRESIDENTSHIP OF COM G. DHAMODHARAN THE CONFERNCE WAS HELD. Com. V. Rama Rao Circle Secretry, unfurled  our Association Flag.  OUT OF 196 MEMBERS MORE THAN 155 MEMBERS ATTENDED THE MEET INCLUDING MORE THAN 10  WOMEN PENSIONERS. COM A CHELLIAH, AND HIS TEAM IS WORKING  WELL  BECAUSE OF THAT ONLY SUCH GOOD ATTENDANCE WAS ENSURED. 
COM. A. CHELLIAH PRESENTED THE ANNUAL REPORT AND TREASURER COM. S. ANTONYSAMY PRESENTED THE ACCOUNTS WHICH WAS PASSED UNANIMOUSLY AFTER SOME CLARIFICATIONS.   
V. RAMA RAO CIRCLE SECRETARY IN HIS INAGURAL SPEECH SAID NOW WE GOT 19 SSA IN TAMILNADU AFTER THE LATEST INCLUSION OF SALEM WEST TAMILNADU HAS 7000 MEMBERS AND ABOUT 2100 LIFE MEMBERS ARE THERE. REQUESTED ALL OTHER MEMBERS ALSO TO ENROLL AS LIFE MEMBERS AS PER OUR JAIPUR AIC. HE NARRATED THE STEPS TAKEN FOR REALISATION OF 78.2 IDA ISSUE AND OUR ASSOCIATION ONLY HAS APPROACHED TOTALLY ABOUT 30  MEMBERS OF PARLIAMENT TO WRITE TO OUR COMMUNICATION MINISTER TO EXPEDITE THE ISSUE. ON THE QUESTION OF PENSION ANOMOLY OUR CHQ HAS FILED A CASE AT C.A.T NEW DELHI ON 4TH JULY 14 AND THE HEARING WILL BE ON 8TH AUGUST 14.  AS REGARDS DELAY OF PENSIONERS PROBLEMS AT CCA WE HAVE CONDUCTED SAVINGRAM PROGRAMME INENTIRE TAMILNADU AND ON ACCOUNT OF THAT NOW, DR. JANAKI ANANTHAKRISHNAN HAS BEEN POSTED AS CCA, OF COURSE AS ADDITIONAL CHARGE.  THE ADALAT WHICH WAS DELAYED HAS NOW BEEN ANNOUNCED ON 3.9.14 AND THE SUBJECTS SHOULD BE SUBMITTED WELL BEFORE 3.8.14DIRECT TO JT. CCA AND THROUGH CIRCLE BEFORE 25TH JULY 14.  
COM, K. MUTHIALU, CIRCLE PRESIDENT AND  CHQ ORGANISING SECRETARY SPOKE IN DETAIL ABOUT THE PRESENT POSITION ON 78.2 ISSUE AND PENSION ANOMOLY AND POINTED OUT THAT OUR ASSOCIATION HAS PREPARED A MEMORANDUM AND SUBMITTED BEFORE THE 7TH CPC FOR INCLUSION OF BSNL PENSIONERS, AS WE ARE ALSO PAID UNDER CCS 1972 PENSION RULES, RULE 37A  AND ALSO OTHER ORDERS WHICH ARE APPLICABLE TO CGE PENSIONERS ARE ALSO APPLICABLE TO BSNL PENSIONERS. HENCE HE SAID WE HAVE GOT A STRONG CASE AND HOPE THAT THE 7TH CPC WOULD ENTERTAIN US FOR ORAL EVIDENCE ETC. HE NARRATED THAT WE HAVE DEMANDED 67% FOR CALUCATION OF PENSION AND 50% FAMILY PENSIONERS. HE APPEALED FOR SUBSCRIPTION OF  PATRIKA JOURNAL WHICH IS BROUGHT 3 MONTHS ONCE WHICH CONTAINS LOTS OF INFORMATION PERTINENT TO US.  HE LAUDED THE EFFORTS OF D.S. NOKRA WHO FOUGHT AND GOT THE  SUPREME COURT JUDGEMENT FOR REVESION OF PENSION FOR ALL C G PENSIONERS AND TIRUNELIVE CONFERENCE SHALL CELEBRATE  HIS 100TH ANNIVERSARY  IN A BEFITTING MANNER. 
  
GENERAL MANAGER, NAGERCOIL  SSA SRI. THIRUNAVKKARASU, WHO CAME TO OUR CONFERENCE PROMPTLY AND WAS THERE TILL LUNCH AND SAID MEDICAL CASES BEING EXPEDITED. IN CASE OF ANY DELAY ON ANY ISSUES HE SAID THE ASSOCIATION IS WELCOME TO CALL ON HIM AT ANY TIME AND HE IS READY TO SETTLE THE GRIEVANCES.    SRI. SHANMUGAYYA ( PROGRAMME EXECUTIVE ALL INDIA RADIO) WHO EARLIER WORKED IN TELECOM WAS OUR GUEST HE RECALLED THE GOOD OLD DAYS THE HARD WORK DONE BY THE OPERATORS TO PUT THROUGH A CALL AND WE HAVE CONTRIBUTED TO THIS DAY REVOLUTIONARY DEVELOPMENT. HE LAMENTED THAT OUR ASSOCIATION IS PROPERLY GUIDED AND HAS EXPERIENCE LEADERS WHO CAN GET THINGS DONE FOR THE PENSINERS.  
COM. S. ARUNACHALAM, DISTRICT SECRETARY  SAIS THAT BSNL WHICH IS UNDER LOSS HAS ADDED MTNL WHICH IS ALSO ADDED AND THE GOVERTMENT MANTRA IS TO PRIVATISE  UNDER THE GUISE  OF LOSS MAKING PSU. HE CAUTIONED.  COM E. KANAKARAJ, DISTRICT PRESIDENT, TIRUNELVELI DISTRICT SAID IN HIS DISTRICT THEY HAVE BROUGHT TO 750 MEMBERS FROM JUST 47, WITH A TEAM WORK AND SHOULD BE FOLLOWED BY ALL OUR DISTRICTS. 
COM. SELVA SUBRAMANIAN, UGIN (NFTE) GREETED OUR CONFERENCE. 

IN THE ELECTIONS HELD COM. G. DHAMODHARAN AS PRESIDENT, COM. A. CHELLIAH AS SECRETARY AND COM. S. ANTONYSAMY AS TREASURER WERE RE-ELECTED UNANOMOUSLY.   THE CHQ AND CIRCLE CONGRATULATED THE NEW SET OF OFFICE-BEARERS.

THE 7th CPC HAD CALLED BCPC AND BPS  FOR TENDERING ORAL EVIDENCE ON COMMON DEMANDS OF CG PENSIONERS ON 23-7-14
THE INTERVIEW LASTED FOR 90 minutes
Issues were discussed & explained to the full satisfaction of the Chairman & the members of 7th CPC who were very receptive, patient & themselves actively participated in deliberations which ensued.
At the end Chairman remarked that NCJCM Memorandum is very exhaustive, includes most of the issues raised today & that he will take it as a base for consideration.
Pension to BSNL pensioners.
It was submitted that since they are governed by CCS(Pension) Rules 1972. They be treated at par with C.G.Pensioners for the purpose of revision of Pension, Chairman advised to submit separate Memorandum

LOT OF ENQUIRIES HAVE BEEN RECEIVED BY CHQ OVER THE 78.2% IDA MERGER BENIFIT TO BSNL PENSIONERS.  WE DONT WANT TO  COMMENT ON FILE MOVEMENTS.  OUR DY G.S. COM CHHIDU SINGH IS MONITORING PERSONALLY IN NEW DELHI.  THE REPLY FROM DOT TO DOE QUERIES HAD BEEN SENT TO DOE FROM CENTRAL REGISTRY AFTER OUR BUILDING UP THE PRESSURE THROUGH M.Ps AND CENTRAL MINISTERS.  THAT THE BENEFIT OF 78.2% IDA MERGER CANNOT BE DENIED TO PENSIONERS HAS BEEN ESTABLISHED BEYOND DOUBT  THERE ARE ADMINISTRATIVE PROCEEDURES TO BE FOLLOWED.  LET US NOT FORGET THAT THE BENEFIT OF PENSION REVISION ON 68.8 WAS EXTENDED IN 2011 ONLY .  THAT IS AFTER TWO YEARS OF SETTLEMENT OF WAGES FOR SERVING EMPLOYEES.   WE HAVE BEEN FOLLOWING AND DOING THE NECESSARY SINCE 10-06-13 DESPITE CRITICISM AND ONEUP MANSHIP  PL WAIT AND WE ASSURE SUCCESS AND JUSTICE BE DONE

BSNL + MTNLDISTURBING NEWS.......
 
NEW DELHI: 11th July 2014:  
The total debt of state-run telecom companies MTNL and BSNL has increased to Rs 21,208 crore at the end of June 2014.   
 
[It was Rs 12,983 crore as of March 31, 2012, Parliament was informed today.  For BSNL, it was Rs 3,335 crore,  and MTNL — Rs 9,648 crore.]


"As on March 31 (2014), the total debts on the books of BSNL and MTNL are Rs 5,948 and Rs 14,210 crores respectively," Telecom Minister Ravi Shankar Prasad said in the Rajya Sabha.
He said further that total debt on BSNL as the end of June stood at Rs 6,448 crore while it was Rs 14,760 crore for MTNL.
That apart, market share for BSNL in mobile services has come down to 12.3 per cent at the end of May 2014 from 13.27 per cent at the end of March 2012. The market share of BSNL in landline segment has also reduced to 82.57 per cent at end of May 2014, from 85.61 per cent at the end of March 2012.
MTNL, which operates in Delhi and Mumbai, market share in mobile services and landline at the end of May 2014 stood at 4.83 per cent and 57.43 per cent respectively.
 
Prasad said that inability to expand coverage due to financial and procurement problems, lack of adequate skills set due to changing nature of technology and customer centric business with focus on sales, marketing and customer services are some of main reason for decline in market share of PSUs.   He said government has taken measures to revive the two state-run telecom firms which include waiver of Rs 1,411 crore government loan to BSNL and financial support of Rs 6,724.51 crore to BSNL and Rs 4,533.97 crore to MTNL on surrender of broadband spectrum.
"Besides these measures government is engaged in formulating a coordinated plan aimed towards revival of BSNL and MTNL by addressing issues of high employee expenses and gainful utilisation of assets," Prasad said.
The minister said that BSNL and MTNL are separately preparing a revival plan for increasing revenue potential, identifying business opportunities, and organisational restructuring to enable them to grow into customer-centric companies with expertise in marketing and customer services delivery.  ......

OUR ASSOCIATION HAS TAKEN UP THIS ISSUE TO BENEFIT MORE THAN 4300 AFFECTED THROUGHOUT INDIA AND THE CASE IS PENDING FOR MORE THAN 12 YEARS. THE LEGAL EXPENSES SHALL BE MET BY OUR ASSOCIATION AND WE HAVE NOT APPROAHED OUR MEMBERS ON THIS SCORE.

FM hikes basic exemption,

80C limits

Investment limit in PPF increased to Rs 1.50 lakh from Rs 1 lakh
Though the tax announcements in the Union Budget 2014 was not in-line with the expectations, but the  did try to offer small perks on the personal taxation front.

The Finance Ministry hinted at a higher tax benefit limit for the
 investments qualifed under Section 80C by first increasing 
the investment limit for Public Provident Fund ().
The investment limit in PPF was increased to Rs 1.50
 lakh from Rs 1 lakh now. And later Jaitley raised Section 
80C limit toRs 1.50 lakh. The expectation was that the 
80C limit be hiked  to Rs 2 lakh.

While the Finance Ministry did not change the tax slab rates,
 he did hike the basic exemption limit to Rs 2.50 lakh from
Rs 2 lakh for those aged below 60. He increased the basic
 exemption limit for senior citizens (those above the age of
60 years) to Rs 3 lakh from Rs 2.50 lakh now. At present,
the slab rates are as follows --- zero tax for up to Rs 2 lakh,
 10% for Rs 2-5 lakh, 20 per cen for Rs 5-10 lakh income
bracket and 30% for those above the Rs 10 lakh bracket.

Those with income above Rs 1 crore are levied a surcharge
of 10% on the slab rate of 30%, that is, an additional tax of
 3%. But there was no change in surcharge announced today.

There is a yet another category of income earners -
- very senior citizens ---- whose basic exemption limit
is Rs 5 lakh. There was no change annoucned
 even for this category.

The Finance Ministry made a positive announcement
 even for house owners. He said hiked the tax benefit
for interest repayment towards housing loans for a self
 occupied house to Rs 2 lakh annually from
Rs 1.50 lakh now. This is not applicable for
house owners who have let out their properties.

Experts say that those earning Rs 10 lakh will
 save Rs 5000 due to increse in basic exemption limit,
another Rs 15,000 due to hike in section 80C limit
and yet another Rs 15,000 with housing loan benefit..

 78.2% IDA: the file is moving
Com. Chhidu Singh reports from Delhi:
“Secretary, Telecom (Chairman, Telecom Commission) has approved the proposals
on 78.2% as we reported earlier. 
The file has today reached DDG (Estt.).  The replies to queries raised by
Department of Expenditure will be prepared based on the  proposals mentioned in the File.  
Then, Director will forward the reply to DoE.  It may take one or two days more.”
