ANOTHER TELECOM SCAM?

Auction rigged, cancel broadband spectrum 

held by Reliance Jio, CAG report says

NEW DELHI:

The CAG has suggested cancelling nationwide broadband spectrum allocated to Infotel Broadband Services,

now a Reliance Industries company, for allegedly rigging the auction and violating rules. 

CAG in a draft report sent to the department of telecom for comments, said,

"the DoT failed to recognize the tell-tale sign of rigging of the auction right from beginning of the auction"

in which a small ISP, Infotel Broadband Services Pvt Ltd (IBSPL) emerged winner of pan-India

broadband spectrum by paying 5,000 times of its net worth. 

Reliance  purchased IBSPL within hours of it winning the spectrum

and later renamed it Reliance Jio

Pre-retirement counseling sessions for Pensioners

The Department of Pension and Pensioners’ Welfare conducted a pre-retirement counselingfor retirees here today. Addressing the concluding session the Minister of State for Personnel, Public Grievances and Pension Dr. Jitendra Singh said that the issue of retirement is to be handled with social mindset. The MoS stated that the society should feel good about it. He stated that the issue is too large to handle by the government itself and hoped that social organization should come forward to help.

The Department of Pensions has institutionalised regular conduct of pre-retirementCounseling workshops. These workshops target retiring personnel two to two-and-a-half years before the retirement date. Topics covered are (i) Formalities to be covered for timely payment of retirement dues (ii) Financial planning for the amounts received at retirement (iii) Preparation of Will (iv) CGHS facilities after retirement and (v) Post-retirement opportunities through Sankalp.

The “Sankalp’ programme has been initiated by the Department towards this end and a web portal of the same name has also been launched. Pensioners, Pensioner Associations and NGOs can register on the website http//www.pensionersportal.gov.in/sankalp.

Recognising the fact that a retiring government employee is very often unprepared to face the fact that he may be without a daily routine and a meaningful existence the day after heretires, the Government is looking for ways to engage the retired employees in meaningful social work.

There are approximately 40,000 fresh retirees every year from the Central Government Civil establishments alone. This number could be close to 1,00,000 including defense, railways, posts and telecom. In addition there is a pool of around 50 lakh existing pensioners. This group of personnel can, by and large, offer greater maturity, experience and stability. With improved living conditions and the best of medical facilities, most of these retiringgovernment employees would be capable of putting in a good 5-7 years of active service. Further, the financial requirements are by and large taken care of by the regular monthlypension payments which are also inflation indexed. What that hurts is a sense of not being wanted anymore and the lack of a daily routine.

Realising the potential of such a large section of experienced, capable and productive workforce, the Department of Pensions and Pensioners’ Welfare has conceptualised such pre-retirement counseling sessions for retirees. This serves as a platform for exchange of information between retiring employees and voluntary or other organisations working towards building society looking for expertise, skill and maturity which can be offered by these retired government servants. The forum will serve to facilitate matching of broad parameters of geographical location and basic skills/ expertise required/ available. Both employees and organisations will have to register on to this portal.

Another possibility is to bring together groups of like-minded pensioners /Pensioners’ Associations and the ministries which are looking for concurrent audit or evaluation of development schemes being implemented all over the country.

The stakeholders identified for the project are:

Supply side:

a) Pensioners

b) Pensioners Associations identified by the Department involved in pensioners welfare

Demand side:

a) Organisations involved in Social welfare projects

b) Government Departments having Social welfare schemes

c) Indian Institute of Corporate affairs for CSR activities

d) Corporate-Public and Private with CSR funds

ANOTHER SAD NEWS

We regret to report the sudden demise of Com. B K Quadiri,

our Assistant Circle Secretary of  MP Circle on 24th instant at Jabalpur.  

He was 69 years old.  A retired Telephone Supervisor, Com. Quadiri

played a very active role in strengthening our Association in M P Circle.

Smt. Kokila Pillay, wife of our Maharashtra Circle Secretary Com. M J Pillay 

expired today early morning at 1.45 AM at Nagpur.  She was 67.

She was suffering from throat cancer and was under treatment.

She left behind two sons, two daughters and Com. Pillay.

CHQ conveys its heartfelt condolences to Pillay family.

The AP Assembly today adopted unanimously a resolution moved by Chief Minister Sri. Chandrababu Naidu raising the retirement age of  state employees from 58 years  to 60 years.

YOU CAN FLY, WHY TRAVEL IN TRAINS?

Some 'economists' have justified  rail fare hike stating that the difference between 

air fare and rail fare has narrowed down!   For them it is a good sign. 

What about the ordinary people who travel in the ordinary second class compartments?

If you do not travel you need not worry about any fare hike.

If you do not eat, you need not worry about price rise.

Friday’s Rail passenger fare hike is the steepest since 1999, when the NDA government came to power. 

The Railways raised fares only thrice in the next 15 years, and on one occasion the hike was reversed.  

Over the same period, the wholesale price index rose by over 70 per cent.   

In 2002-03, the then Railway Minister Nitish Kumar raised fares marginally by up to Rs.6 in some classes. 

For the next 10 years, railway ministers Lalu Prasad and Mamata Banerjee allowed no increases.  

Dinesh Trivedi of the Trinamool Congress raised fares by up to 30 paise per kilometre in 

Rail Budget 2012-13, a decision that cost him his job as Railway Minister. 

His successor was Mamata’s close aide Mukul Roy, who rolled back the hike.

Earlier, Sri Naredndra Modi, the Present PM himself, as the then Chief Minister of Gujarat,  wanted

rollback of rail fare hike.  

Politicians can change their colours very often.

20--6-2014 PAYMENT OF FIRST PENSION  WITHOUT DELAY NEW STEP BY THE DEPT OF PENSION  Press Information Bureau Government of India Ministry of Personnel, Public Grievances & Pensions Reducing Delays in First Payment of Pension – Submission of Undertaking along with Pension Papers – Issue of PPO on the Date of Retirement – Reg The Government has observed that the first payment of pension after retirement gets delayed mainly due to two reasons. One, the delay in receipt of intimation by the pensioner that pension papers have reached the bank and two, delay on part of the pensioner in approaching the bank for submission of undertaking that he shall refund or make good any amount to which he is not entitled. In a recent workshop with Pension Secretaries of State Governments, Dr. Jitendra Singh, Minister of State for Personnel, Public Grievances and Pensions stated that the Government had decided that the required “Undertaking” may be obtained by the Head of Office from the retiring Government servant and forwarded to the pension disbursing bank along with the Pension Payment Order (PPO). The bank shall credit the pension to the account of the pensioner as soon as this Undertaking is received along with the pension documents. The pensioner would no longer be required to visit the bank to activate the first payment of pension. This change in procedure has one additional advantage that the PPO can now be handed over in person to the retiring employee along with other retirement dues. Earlier the pensioner had to approach the bank to his copy of PPO. With this change in rules and procedures, the pensioners would be saved considerable inconvenience and delay and his pension will commence as soon as he retires. This and other reform initiatives were brought forth by Dr. Jitendra Singh, Minister of State in his meeting with the Pension Secretaries of State Governments held on June 12, 2014.

Interactive Conference with

Secretaries (Pension) of State Governments

 Dr. Jitendra Singh, Minister of State for Personnel, Public Grievances & Pensions stated that

Department of Pension & Pensioners’ Welfare is working with the vision of ensuring a life of dignity for Pensioners.

The goal is to ensure 100% payment of all retirement dues and the delivery of Pension Payment Order to

retiring employees on the day of retirement itself. To this end the Department of Pension & Pensioners’ Welfare has taken a number of steps including review of forms, simplification of procedures and issue of clarificatory instructions thereof etc. An online Pension Sanction & Payment Tracking System called BHAVISHYA has been launched.

By ensuring complete transparency, this system would obviate delays in sanction and payment of pension.

 

In furtherance of what the Prime Minister has been insisting upon, i.e. benefits to reach to all the States and not merely restricted to Centre, the Department of P&PW, for the first time, convened a meeting with Pension Secretaries of State Governments with intention to share experiences and exchange views on common pension related issues and also to impress upon them that the vision of ensuring life of dignity for pensioners, passes on the State government pensioners too.   

 

Invoking PM’s mantra of “Skills, Scale and Speed”, Dr Jitendra Singh, MOS(PP)stated that

the Department of Pension should look into the urgent need to utilize the skill and experience of the pensioners for the betterment of the Society. This was specially necessary in view of the increase in the number of retiring employees and increased life span.

 

Dr. Jitendra Singh further suggested that pre retirement counseling workshops which are being institutionalized by the Department of Pensions for the Central Government retiring employees should also be organized by the State Government for the state employees.

Workshops should also be geared to prepare even the younger employees to be ready to face life after retirement.

He opined for old and disabled pensioners, there should be a mechanism for delivering pension at the doorstep.

 

The Workshop was attended by 23 States /UTs.

The response of the participants was very enthusiastic and they complimented Secretary (AR& PG and Pensions)

Shri Sanjay Kothari for the same. There was a general request for regular interactions of this nature.

PRE-BUDGET RUMOURS.... AS USUAL
CNN-IBN REPORTS:

" In what could probably become one of the landmark reforms by the Narendra Modi government, sources tell CNN-IBN that the Centre is likely 

to increase the Income Tax slab limit for exemption from Rs 2 lakh to Rs 5 lakh.

The Finance Ministry has also sought a report on the same from the I-T department, 

say sources. The CBDT is likely to submit a proposal by June 20, added sources."

PENSION ANOMALY CASE

A STRANGE AND USELESS LETTER HAS BEEN SENT BY BSNL CORPORATE OFFICE TODAY 

TO ALL CIRCLES ASKING COMMENTS OF THE LATTER ON THE PENSION ANOMALY CASES.

THE LETTER REVEALS THAT THEY HAVE NOT STUDIED THE ISSUE AT ALL.  

OR, THEY WANT TO TWIST THE CASE TO DENY THE  BENEFITS TO PENSIONERS. 

HOWEVER, WE HAVE A FILED A CASE IN THE PRINCIPAL BENCH OF CAT.  

WE CAN NOT EXPECT JUSTICE FROM THE BUREAUCRATS.

THE CASE WILL COME UP, AFTER THE COURT SUMMER VACATION IS OVER.

NO HOPE BEFORE 2018 !!!!!

[For the benefit of those who have still some  illusion that they can get better pension

depending upon performance of BSNL, we hereunder publish extracts from  an item appeared in the Wall Street Journal]

Bharat Sanchar Nigam Ltd ( BSNL ) is unlikely to report a profit until at least 2018 

even if the money-losing telecom services provider gets the Rs. 15,000 crore

bailout package it has sought from the government.

The company will accumulate losses of around Rs.11,700 crore by 2018

despite state support before it can turn around

The projections are based on the company retaining its current market share over the next five years 

and being able to invest in expanding its network and services. 

Without government aid, BSNL is like to entirely erode its net worth in another five years. 

The company has seen a steady erosion of its net worth since 2010, when it reported a loss of Rs.1,823 crore,

the first since it was carved out of the government’s telecom department in October 2000.

In the past four years, BSNL has accumulated a loss of Rs.25,258 crore spectrum as payments for 3G and broadband spectrum 

depleted its reserves and expansion plans were hobbled because of political interference and litigation, 

harming its ability to compete with private companies such as Bharti Airtel Ltd and Idea Cellular Ltd. Expenses,

including that for buying radio waves, depleted its reserves to around Rs.2,500 crore in March 2011 

from Rs.30,343 crore a year earlier. 

BSNL claimed it will post a profit before tax of Rs.35 crore in the year ending 31 March, 2018, 

after receiving the requested government support.

 If the government bailout comes through and its employees accept the VRS offer, BSNL’s sales are projected to increase to Rs.41,000 crore for the year ending in March 2017. 

A panel consisting of technocrat Sam Pitroda and banker Deepak Parekh had recommended that the government sell a 30% stake in the company to the public and also cut its staff by 100,000.
