The central executive meeting of AIBSNLPWA Tamilnadu circle will be held on 15-6-2014 at Salem between 0900 to 1900 hours under the presidentship of Comrade K.Muthiyalu Circle President.

THE CONSUMER PRICE INDEX 
 
The ll India Consumer Price Index (CPI) for the month of April 2014  was 242 points.
3 points increase from 239 of March 2014.  
If the CPI for May 2014  reamins 242, then, the Rate of IDA will be 90.8 Percent from July.  
The Index for May will be declared  on the last working day of next month, 30th June.
If the CPI for May will rise to 243 points the IDA from July will be 91 %.  
It can be known on 30-6-2014 only, not now.

OBITUARY

Our Tamilnadu Organising Secretary

passedaway on 27-5-2014 at about 11 PM  at Ramnad.
 Funeral at Ramnad at 4 PM today 28-5-2014.


He was survived with his wife,eldest son working in Azhagappa University,and younger son loco Driver in Southern  Railways Trichy.
Comrades.Ramankutty,D.Gopalakrishnan,K.Muthiyalau,Ramarao,
all office bearers of CHQ and all other branches and all  AIBSNLPWA fraternal community convey our heart felt condolences to his family.

SHRI  RAVI SHANKAR PRASAD IS THE NEW MINISTER 
 

 
Shri. Ravishankar Prasad, one of the most articulate BJP leaders and a familiar face in TV debates, is the new minister for Telecom and Law in the Narendra Modi Cabinet.  Sri Prasad is a senior advocate at the Supreme Court of India.  He did his graduation and obtained masters in Political Science and LLB degree from Patna University. 

Earlier in the NDA Government, headed by Shri A B Vajpayee, Shri Prasad was the Minister for Coal & Mines, Law & Justice, Information & Broadcasting.

He returns to the Cabinet with rich expeirence.

23 - 05 -2014  வெள்ளிக்கிழமை அன்று ,காலை 10 மணிஇலிருந்து ,தெப்பக்குளம் K.V  துரையப்ப நாடார் திருமண மாளிகையில் நடந்தேறியது.

A BRIEF REPORT
Madurai District Conference was held on 23/5/14 at Madurai under the presidentship of Com Ravindran, District President.  He hoisted our National Flag and our Association's flag was hoisted by our CHQ Vice President Com D.Gopalakrishnan.

After observing two minute silence for the martyrs, District President made his opening remarks.  All were welcomed by the Convenor, Reception Committee Com Chinnasamy.  The conference was greeted by Com S.Sooriyan, District Secretary, BSNLEU.  Madurai GM, Smt. S.E.Rajam while greeting the conference sought the support of pensioners for improving the business of BSNL.  On behalf of AIFPA Com Ramanarayanan, greeted the conference.  Our Circle Assistant Treasurer Com E.Kanakaraj, Tirunelveli District Secretary Com Arunachalam also greeted the conference.  Our Circle Secretary Com Ramarao congratulated Madurai District for keeping the number one position in membership at All India level.  Having said that, he requested Madurai comrades to increase the Life Membership which is only 63 at present.  He explained the difficulties faced by circle secretary in settling the issues quickly because of staff shortage in DoT Cell and it functions without top
 officers for somany months which was brought to the notice of Secretary, DoT on 19/5/14 during his visit to Chennai.  He told that the Circle Conference is to be held at Tirunelveli on 13th & 14th August 2014 and requested for more participation from Madurai in that conference.  He also said that the Circle Association has launched a website recently.

Com DG spoke for 90 minutes.  In his speech, he mentioned about the Trade Union International (Pensioners & Retirees) held at Barcelona, Spain on 5th & 6th of February 14.  Prevailing Pension system in various countries and how pension is attacked in various countries in the name of 'Pension Reform'.  He explained in detail about our Memorandum to 7th CPC and all delegates appreciated our demands.  He narrated in short about the present position on 78.2% merger issue.  He emphasised the need for increasing the Life Membership in Madurai.  Leaders of fraternal organisations like FNTO, AIBSNLEA greeted the conference.
After lunch, Report & Accounts were passed unanimously.  Two/three speakers spoke on organisational matters.  Election was conducted by Circle Secretary.  There is no change in President, Secretary & Treasurer.  It was an unanimous election.  Circle Union congratulates the new office-bearers.  
More than 380 delegates including 25 ladies participated in the conference.  Com Sundaresan proposed v ote of thanks.

COM. R UMANATH  Ex. MP PASSED AWAY
 

Com. R Uma Nath, one of the veteran trade union leaders of India, 
expired on 21-5-2014 at the age of 91 years  at Tiruchirapalli, Tamilndu.  
He was one of the founding leaders of CITU.
 
A freedom fighter, Com. Umanath spent nine and a half years in jail before and after independance. 
He spent more than seven years underground also. A forceful speaker and eminent Parliamentarian,
Com. Umanath fought for the working class through out his life.
 
We convey our heartfelt  condolences on the demise of  Com. Uma Nath.

 MOTHERS DAY CELEBRATIONS WAS CONDUCTED on 11.5.2014 UNDER THE PRESIDENTSHIP OF COM P K BALAKRISHNAN.  COM P RAMALINGAM, DISTRICT SECRETARY INCHARGE,  TOOK ALL EFFORTS TO CONDUCT THE SAME BESIDES CONTRIBUTING RS.3000 TOWARDS EXPENSES FOR THE MEET. 

MRS. A. R. CHANDRA  OUR FAMILY PENSIONER, IN MEMORY OF HER HUSBAND  LATE  A V JAYAPAL, CTO, SALEM, DONATED TO OUR ASSOCIATION A STEEL BUREAU. WE THANK FOR HER GESTURE.  

WE ALSO THANK  MRS. MERCY W/O LATE D AROKIYASAMY , SDE , SALEM FOR DONATING ,    SPEAKER SET ALONG WITH  AMPLIFIER  .

MEETING WITH SECRETARY DoT
At Chennai. 


Com. K. Muthialu, All India Organising Secretary, Com. Gunasekaran, AI Treasurer,  Com.V. Rama Rao Circle Secretary,  Tamilnadu Circle to day met the Secretary DoT Mr. M. N. Faruooki , I.A.S., at the Chamber of CGM Chennai Telephones, Kilpauk. Chennai.  Com. K. Muthialu garlanded the Secretary, DoT and handed over a copy of our PENSION PATRIKA which contained our leaders participation at the World Conference of Trade Union International P & R, at Barcelona (Spain).  
Then Com. K. Muthilau briefed about the 78.2 case and requested him to expedite the reply on the queries raised by Department of Expenditure. The DoT secretary agreed to expedite and he is firm that Cabinet  approval is not required for 78.2. 

He also requested about the need to fillup Pr CCA post lying vacant nearly for one year after retirement of Mrs. Geetha Paul.  We mentioned the CCA post also to be filled up since present incument gone on study leave.  Mr. V. Rama Rao Circle Secretary said Tamilnadu CCA office is catering to the needs of 30,000 pensioners 
needs to have atleast 10 more computers for effective disposal of pensioner cases and also staff strength  should be increased as it is an ISO certified Office. 

The Secretary, DoT after ascertaining certain details from the Officers  assured he will do the needful.  As per indication the CCA post may be filled up immediately.

   Mrs. G. Vanaja, Rtd., Dy CCA DoT,Chennai given a grand farewell party. 



In spite of the Hot summer, more than 100 members of STR Branch, the Tamilnadu Circle Office-Bearers and Chennai Telephone Circle Office-bearers were present.   

Com. G. Sukumaran Presided over the meeting.  Com. K. Muthialu while speaking appreciated the service rendered by Mrs. G. Vanaja,Rtd,CCA, especially during the the drawal of pre 2007 arrears, drawal of arrears for one increment case, effectively presenting the cases in Adalats. Both Mrs. G. Subbulakshmi Rtd.Dy CCA and Madam Vanaja,  worked in tandem and they were very good at rulings etc. and tried to interupt in favour of the pensioners, keeping the rule book in mind.The mindset was created during the golden period of Mr. G. Alagarsamy, the then Pr. CCA.  He highlighted the CHQ efforts in preparing  a Memorandum to be submitted to 7th CPC and we have sent copies by e mail to other BSNL pensioners association for their comment so that if possible a united memorandum can be submitted, otherwise our CHQ shall submit the memorandum before the deadline 31.5.2014.  We have taken the lead with necessary 
points and data. 78.2 % case is still on the Anvil, hoping for the early settlement after the taking over of the new Government.

Mr.A.Thayanithi Retired SDE Tn circle and our member has started a Ortho care Hospital at Thiruvallur on service basis ( Opp to Post Office), he assures city based hospital treatment at half the cost, those who are in need may contact him over phone.


Com.  V. Rama Rao Circle Secretary, Tamilnadu Circle said inspite of the lack of manpower at cca office, both Mrs. B. Subbulakshmi and Mrs. G. Vanaja took personal efforts many time forgoing their comforts, leave, holiday and the entire circle  pensioners are joining to express their gratitude  in joining the Farewel to Madam G. Vanaja,  He also thanked Mrs. B. Subbulakshmi, Rtd. Dy CCA who was a guiding factor  after Mr. G. Alagarsamy retired from Service.  He also said that Tamilndu Circle has taken up the matter of dearth of staff, non filling up the post of Pr. CCA and leave vacancy  of CCA in the Central Exeuctive Committee Meeting held at Meenambakkam last month and the General Secretary has taken up the issue with Secretary, DoT and also Member Finance and hope some improement may come.   The Circle Secretary informed that August 13/14, 2014 our Circle Conference will be held at Tirunelveli and appealed the members to come as Delegates/Observers.  

Com. Kannappan, Treasurer, Chennai Telephones Circle, appreciated the pro-pensioners attitude of Madam G. Vanaja and many cases taken by their circle Association were settled quickly and favourably. 

Mrs. B. Subulakshmi, Rtd. Dy CCA speaking said she was very glad to join the Farewel party of Mrs. G. Vanaja, Rtd. Dy CCA as both has worked for several years and thousands of cases like pre 2007 Revision, once increment case,  Revision of Pension on account of NEPP, reveision of pension for eligible  DoT pensioners running in to thousands and all are almost one after the other. She appreciated the service rendered by Smt. G. Vanaja who rose to occassion with other staff and a helpfull attitude.  

Mrs. Vanaja Was honoured and Com.K.  Muthialu  Circle President, presented a momento.  
Mrs. G. Vanaja, in her acceptance speech though the workload was more and challenging with the able help and guidance of Mrs. B. Subbulakshmi the the task was carried out in Tamilnadu Circle/Chennai Telephons. She recalled that during the days of  Mr. G. Alagarsamy the then ,Pr. CCA  along with Madam Subbulakshmi there will be debate over rulings, discussion over complicated  cases and arrive mostly  in favour of the pensioners. She also expressed that an AWARNESS PROGRAMME  should be conducted in the District/Circle level meetings to the pensioners about various issus like opening of Joint Account,  nominee, etc. She exhorted that the family pensioners should be contacted in person and guide them on various Governments orders drawal of pension by widowed daugher,  drawal of pension to unmarried daughter, double family pension for army personal etc.   She said she will try to attend such awarness meeting  to the extent possible. 

Mr. Sugumaran, President opined that it is better that the pensioners leave a WILL signed by two witneesess and if possible it can be registered at sub-registrar office
which will solve the sharing of general/common property etc.

we have decided to file a case in the Principal Bench of CAT.   The affidavit  is ready to be filed soon.
