CGHS DISPENSARIES OPEN TO 
SENIOR CITIZENS  FROM GENERAL PUBLIC

Beginning September 1, 2014
the doors of 20 Central Government Health Scheme (CGHS) wellness centres in Delhi will be thrown open to senior citizens from among the public for free consultation.
Dr Harsh Vardhan,Union Health Minister, unveiled today a pilot project with wide ramifications for the future of public health care. 

There was wide criticism of the CGHS’ closed door policy towards people in need of medical help who were not family members of central government employees.

“This is a pilot project for now. 
We will see how much demand accrues for the CGHS clinics and the ability of the clinics to handle demand from the general public before extending the service to more people in more cities,” Dr Harsh Vardhan said.


The service for senior citizens will be available on all working days between 1.30 pm and 3 pm. They will however not be given free medicines which is only for central govt.employees.

The Second Administrative Reforms Commission in its 12th Report titled “Citizen Centric Administration – The Heart of Governance”, has recommended, adoption of self-certification provision for simplifying procedures. (www:darpg.gov.in)

2. Taking a cue from this some Ministries/State Governments have adopted the provision of self-certification of documents like marksheet, birth certificate etc. by the applicants/stakeholders instead of asking for an attested copy of the documents by a Gazetted Officer or filing of affidavits. Under the self attestation method, the original documents are required,to be produced at the final stage.

3. You will appreciate that the above method is citizen friendly and obtaining either an attested copy or affidavit not only cost money but also involves wastage of time of the citizens and the Government officials.

3.  It is requested to kindly review the existing requirements of attested copy or affidavit in various application forms in a phased manner and wherever possible make provision for self-certification of documents, after obtaining the approval of the competent authority.

PRICES SHOOTING UP
6 POINTS INCREASE IN INDEX WITHIN ONE MONTH

The All India Consumer Price Index for July 2014 is 252 points,
according to Indian Labour Bureau.
6 points increased from the previous month. This indicates the price rise.
 
We have not witnessed such a jump in the recent past, except in 2009. 
In 2009, between June and July there was an increase of seven points.
 
If the Index for August 2014 remains at same 252 points, 
then the IDA from October 2014 will be 97.9%,an increase of 6.6 percent. 
Index for August will be known only on 30th September 2014.

AN ADHOC CIRCLE BODY OF WEST BENGAL CIRCLE WAS FORMED ON 26-8-14.  COM P.C. MOITRA, DESPITE BEING ILL AND IN HOSPITAL TILL 24-8-14 PRESIDED OVER THE MEETING.   THE MEETING ELECTED COM MOITRA  AS PRESIDENT, COM RANJIT KUMAR MUKERJEE AS VICE PRESIDENT,  COM M.K DAS AS CIRCLE SECRETARY AND OTHER OFFICE BEARERS.  IT WAS DECIDED TO FORM MORE BRANCHES AND WIDEN OUR ASSOCIATION AND HOLD THE REGULAR CIRCLE CONFERENCE WITHIN 3 MONTHS.

BSNL-MTNL MERGER

NEW DELHI:     In a bid to revive BSNL and MTNL, Department of Telecom is working on modalities to merge the two state-run telecom companies and also undertake organisational restructuring. "The merger of BSNL and MTNL is definitely on the table for the revival of these firms. We are working on it," a source in Department of Telecom (DoT) told . 

Asked if there is a timeline for the merger, the source said there is no set timeframe but it might take 1-2 years. Minister of Communications and IT Ravi Shankar Prasad had also met the senior management of BSNL and MTNL recently to discuss the blueprint for reviving the loss-making PSU telecom companies. 

The total debt of the two firms has increased to Rs 21,208 crore at the end of June 2014. 

The public sector firms are also losing market share. The market share of BSNL has been reduced to 12.3 per cent at the end of May 2014 from 13.27 per cent at end of March 2012 whereas that of MTNL stood at 4.83 per cent at May-end, 2014. The reasons cited for the decreasing market share of the two firms include there inability to expand coverage due to financial and procurement problems, lack of adequate skills set due to changing nature of technology and customer centric business with focus on sales, marketing and customer services. 

Prasad has said in Parliament that the government has taken measures to revive the two state-run telecom firms which include waiver of Rs 1,411 crore government loan to BSNL and financial support of Rs 6,724.51 crore to BSNL and Rs 4,533.97 crore to MTNL on surrender of broadband spectrum.

Minister for communication & IT Shri Ravi Shankar Prasad was in Chennai.  Tamilnadu Circle Secretary Com V.Ramarao, Chennai Telephones Circle Secretary Com M.Govindarajan, Chennai Telephones Circle Treasurer Com M.Kannappan and Com P.Sathyanarayana, Asst. District Secretary, Chennai Traffic met Hon. Minister and handed over the two letters .  One seeking his intervention for 78.2 and another regarding 7th CPC. 

 Minister told that he would look into it and do the needful.

 OUR CASE BEFORE 7th CPC


The 7th Pay Commission was in Bangaluru city today, despite being Sunday,  taking oral evidence from organizations and individuals.  Leaders of various Central Government Pensioners Associations in Karnataka appeared before the CPC and presented their cases.
Our Asst.  General Secretary Com. P Gangadhara Rao, along with Com. Murthy (ACS Karnataka Circle) also appeared before the CPC and ably presented our case.
The response from Pay Commission Chairman and Members was very positive. 
After hearing our plea the Commission informed that they would take up the case with Government. 
It is the usual procedure.
Shri N Bhaskaran (Veteran leader of Central Pensioners in Karnataka), Shri K B Krishna Rao (General Secretary of Karnataka P&T Pensioners Association) supported our case. 

We are thankful to them.

23.8.14:  TIME BOUND CLEARANCE OF VIGILANCE                            CASES OF PENSIONERS:


Chief Vigilance Officer, BSNL wrote a confidential/most immediate letter on 22.8.14 to all Vigilance Officers of Circles  to clear the long pending vigilance cases of pensioners within a time bound period or within  a maximum period of 5 years.

78.2%.......   SNAIL's PACE...CHQ NEWS

Prime Minister asks all to be quick.  His statements give some hope.
But, Bureaucracy has not changed.  It moves  with snail'space only
It is more than 40 days now that the Department of Telecom sent a detailed reply to
Department of Expenditure (Finance Ministry) on 78.2% IDA benefit for pensioners.
DOE has not yet taken a definite decision on the issue.

Formation Day was celebrated by Madurai Branch in O/o GM T office Madurai with the participation of our members and working staff under the leadership of comrade M.Raveendran President,Comrade Dharmarajan Secretary and Comrade Veerasamy.Sweets were offered as a token of our achievements and growth in strength to the participants.
They also attended the grievance cell meeting with the administration BSNL Madurai represented by DGM(F),A.O Drawal,Personal Claims,JAO TA and 19 cases were discussed.Some Problems locally solved and rest sent to DOT cell

Formation Day in SALEM BRANCH

The Formation day of  AIBSNLPWA was celebrated the formation day  on 20.08.2014 by conducting General Body Meeting at 1600 hours in the Conference Hall of Shevapet Telephone Exchange. 

The GB meeting was held under the presidentship of Sri M. Amirthalingam, DGM (retd).  70 members have attended the meeting.  President in his speech narratted the deliberations taken place in the TN Circle Conference at Tirunelveli on 13th and 14th Aug 2014.  K. Ramani, Secretary informed the members that AIBSNLPWA was formed on 20th Aug 2009 and conducted 4 circle conferences and two AIC at Chennai and Jaipur.  He mentioned  that the next AIC to be held at Bangalore during 2015.  He also appreciated CHQ and Circle for various TU actions at all levels for the benefit of DOT/BSNL pensioners.  S/Sri A. Guru Arumugam, L.A. Natarajan, M. Govindaraj have given special lectures on Natural Indian Food, Health Tips to keep the pensioners in good health, Pension contribution & CDA/IDA disparity respectively.  

Birthday and Wedding day greetings and gifts were given to the members, whose Birthday/Wedding day falls during August 2014.

Meeting concluded with vote of thanks by Sri N. Kadirvelu, vice president at 1900 hrs.  



           The Formation day of  AIBSNLPWA was celebrated   on 20.08.2014 about 1100 hours by  Salem East branch under the presidentship of Comrade K.Jegannathan  . 50 members participated in the meeting.Comrade P.Ramalingam Secretary briefed about our progress in District as well as Circle and All india organisation.

4th AIBSNLPWA Tamilnadu Circle Conferrence.

The 4th AIBSNLPWA Tamilnadu Circle Conferrence, Was successfully held on 13-8-2014 to 14-8-2014 under the presidentship of Com.K.Muthiyalu at Nellai Sangeetha Sabha Tirunelveli .National Flag was hoisted by Shri Ahmed Meeran, Chairman, Reception Committee and our Association’s flag was hoisted by our All India President Com P.S.Ramankutty.  It was inaugurated by our General Secretary Com G.Natarajan.  Leaders of sister organisations greeted the conference.  GM, Tirunelveli Shri Muruganandam also greeted the conference.  The capacity of the hall was 950 and it was over-flowing.  Nearly 1,100 pensioners attended the open session.  493 delegates (including 51 ladies) from all SSAs attended the conference.  Important resolutions like ‘Requesting immediate release of order for 78.2% benefit to pensioners, Rescinding PFRDA Act, No disinvestment of PSU shares were adopted unanimously.  Coms K.Muthiyalu, V.Ramarao and M.Ghousebasha were re-elected as President, Secretary and Treasurer respectively.  The Reception Committee made excellent arrangements.  .Com.Pada Nair Kerala circle Secretary and  Com.Chengappa Karnataka Circle Secretary also graced the conferrence .Com.Balasubramanian Bharath Pensioner’s Samaj also offered  valuable information about the recent trends,7th CPC and other important informations and conveyed their organization wishes.Reception Committee of Tirunelveli Branch Reception committee arranged  elaborate arrangements for successful conduction of conference which won appreciation of participants one and all .The news were published in Tamil Dailies like ‘Dinamani, Dinathanthi, Dinamalar, Dinakaran on 14th
